Zamfara Governor’s Adviser Clears Air On ZUREPB Appointment

A Special Adviser to the Governor of Zamfara State on Urban and Regional Planning Board (ZUREPB), Hon. Anas Abdullahi Kaura, has reacted to a social media publication by one Barr Bello Idris Galadi allegedly faulting his appointment and the responsibilities of the agency.

Kaura’s rejoinder was made available to SkyNews Correspondent in Gusau on Thursday:

“RE: ZAMFARA STATE URBAN & REGIONAL PLANNING BOARD (ZUREPB) AND IT’S SPECIAL ADVISER.

“BY HONORABLE ANAS ABDULLAHI KURA.

“I noted with utmost surprise, a widely circulated write up of one Barr Bello Idris Galadi posted on social media on the 10th of February, 2022, containing some allegations against my personality and misconception of my appointment as Special adviser to His Excellency, the Executive Governor of zamfara state on zamfara state Urban and Regional Planning Board (ZUREPB) on one hand and the responsibilities of the agency on the other.

“It was my intention to ignore the said write up with a wave of hand but the serious issues contained in it, particularly bothering on my personality and the agency’s reputation made me to to have a rethink and clear these allegations and misconception that are capable of misleading the public.

“In the first place, the assertion that the office of the Special Adviser is not a creation of the law and therefore unknown to law, is to say the least very disheartening to have come from a Legal Practitioner of the writer’s standing who at a time served as the chairman of a very Noble Association, the Nigerian Bar Association, Gusau Branch (covering the entire zamfara State). The writer may wish to be reminded that, the constitution of federal republic of Nigeria 1999(as amended) empowers the Governor of a state to appoint, at his pleasure Special Adviser to assist him in discharging his functions, Section 196(1) of the constitution of Federal Republic of Nigeria 1999(as amended) provide thus;

“The Governor of a state may appoint any person as a Special Adviser to assist, him in performance of his functions”

“It is apparent that, there is no requirement of educational qualification for the appointment of a Special Adviser. More so, under Section 3 of the same Section, the appointment of a person as Special Adviser shall at the pleasure of the Governor.

“Therefore the writer clearly missed a point in relating the educational qualification of a person to be appointed as Chairman of the Board to that of a Special Adviser. The office of the chairman is quite distinct from that of a Special Adviser.

“It is correct that, the Agency is empowered to remove Bill Board in accordance with the provision of Sections 60 and 61 of the law establishing it. The Special Adviser in his interview did not in any way contemplate exercising this power to the detriment of the peace and tranquility of the state. Zamfara Urban and Regional planning Board (ZUREPB), as an Agency of Government will never involved itself in political witch hunting. Perhaps, the writer misunderstood the point raised at the interview on illegal erection of Bill Boards.

“Nobody has ever been denied the right to erect Bill Board in any part of the state provided there is compliance with the relevant laws and regulations. However, I make bold to state that, is the Agency will not bold its arms and watch flagrant violation of the laws and regulations which it is created to enforce. Appropriate action would continue to be taken by the Agency against defaulters in accordance with the law.

“Finally, I advise the writer as an experienced legal practitioner and erstwhile chairman of a highly respected Association to Carry out in – depth research of facts before going public with his write ups”, Kaura said.
